Summary of Position

The Payroll & HR Administrator will be responsible for processing a multi-state payroll on a semi-monthly basis, ensuring accuracy, compliance with federal, state, and local regulations, and data integrity; this also includes payroll tax management (performing new state registrations, regular filings, reconciliations, etc.) The ideal candidate will independently resolve payroll matters, including manual checks, audits, and inquiries. The Payroll & HR Administrator will also track and enter employee changes, generate reports, and process invoices, while maintaining accurate data entry and calculations. Additionally, this position will monitor compliance with payroll and benefit related laws and regulations, including retirement plan withholdings, ACA compliance, and issuing W-2 forms.

 

Essential Job Responsibilities & Duties:

  • Process semi-monthly, multi-state payroll for approximately 225 employees, ensuring data integrity and legal and policy compliance.
  • Play an integral part of payroll tax filings, including new location registrations, regular filings, reconciliations, etc.
  • Independently identify and resolve all compensation matters regarding payroll processing including but not limited to wages, bonuses, manual checks, audits, inquiries, etc.
  • Record and monitor data associated with new hires, terminations, changes in salary, benefit elections, incentive pay/bonuses, garnishments, tax withholdings, direct deposits etc. ensuring accurate data entry and calculations.
  • Train and assist employees with electronic timesheet completion and supervisor approvals,
  • Review employee timecards to maintain accuracy.
  • Administer HRIS access.
  • Answering employee questions or concerns as needed relating to payroll and HR data.
  • Stay updated on all federal, state, local payroll and tax laws and regulations and make updates/recommendations as needed.
  • Maintains and updates attendance via time management system and recording sick time, FMLA, etc.
  • Ensure data and policy integrity regarding ACA compliance and reporting.
  • Issue annual W-2 forms.
  • Monitor and maintain federal/local postings as payroll laws change.
  • Monitor 403(b)/457(b) withholdings and applicable employer matching funds to ensure accuracy and compliance with IRS requirements.
  • Reconcile and process payroll and HR vendor invoices.
  • Responsible for supporting the data, administrative and reporting needs of the Human Resources function.
  • Create and run monthly and ad hoc reports using Workday and other HRIS/databases

Experience & Qualifications/Skills:

  • A minimum of 3years of professional experience in multi-state payroll administration.
  • Knowledgeable about state tax regulations and compliance requirements.
  • Experience with payroll processing in Workday and ADP – Smart Compliance preferred.
  • Strong proficiency in Microsoft Office (Word, Excel and PowerPoint)
  • Attention to detail with an ability to maintain accuracy under tight deadlines.
  • Strong analytical skills with the ability to identify and resolve discrepancies.
  • Strong organizational skills with the ability to manage multiple tasks simultaneously under tight deadlines.
  • Strong problem-solving abilities and proactive approach to resolving issues.
  • Outstanding verbal, written, coaching and interpersonal skills.
  • Experience working successfully and discretely with confidential matters and information.
  • Ability to analyze data and recommend effective strategies to improve and/or increase performance.
  • Ability to adapt quickly to changes in payroll regulations, technology, and processes.
  • Ability to demonstrate values and promotion of diversity, equity, inclusion, and anti-racism required.

 

Education, Licenses and/or Certifications:

  • Bachelor’s degree in Human Resources, Accounting, or relevant area is preferred.
